The Family and Community Intervention Programs (FCIP) are comprised of three (3) programs

^{Intensive Family Preservation Program (IFPS A.K.A. FPP) and TANF/IFPS}

^{Family Reunification Services (FRS) and TANF/FRS,}

^{Family Preservation Services (FPS… once called FACTS) and TANF FACTS}

The IFPS, FRS, FPS and FACTS programs service the eighteen (18) counties of Western Kentucky DCBS area “The Lakes”

*All of the FCIP in-home programs are all based on the Homebuilders model of intensive in-home family therapy services. The Homebuilders model involves seeing families in their homes, involving most if not all of the family members and focusing on the strengths rather than the weaknesses of the family. It is a short term, client driven, solution focused, outcomes based intervention proven successful throughout the U.S. and internationally.*

^{FAMILY PRESERVATION SERVICES (FPS once known as FACTS)}

These funds are federal dollars that can be used for a variety of services to families which the area CHFS administrators choose each contract year.  For this contract period our local CHFS have identified services which are less intensive than the FPP but still follow the same basic structure.  All referrals are received from the P&P offices of the service area.  This program is less intensive than FPP or FRS so the FPS Specialist can work with up to four (4) families at a time for up to thirteen (13) weeks giving each family two (2) to eight (8) hours per week of services.  FPS gives the added advantage of working with a family whose situation is not at the point that the children are at imminent risk of being removed but if the concerns are not resolved could develop into a crisis where the children would need to be removed.  FPS assists the family in the permanency of the child in the home of the biological parent(s), adoptive parents or relative placement.  As with FPP and FRS, the FPS In-Home Specialist works with families in their homes on a flexible schedule and are available to the families they serve twenty-four (24) hours per day seven (7) days per week. 

These FPS/FACTS Specialists may provide FPP or FRS services depending upon what the local CHFS sees as the most needful at the time but the requested services must be identified by the referring worker at the time of referral.  This flexibility allows the FPS/FACTS Specialist to pick up any overload in the IFPS and FRS. 

FPS may also be used for reunification of the child(ren) for families where the child has been removed more than the twenty-two (22) month criteria that limits the FRS.  FPS/FACTS Specialist implements the same services as do the IFPS and FRS Specialist.

REFERRAL PROCESS

All referrals are made using the 1286 referral form in the DCBS TWIST program. Please call our office and speak to a Supervisor or the Director before faxing, mailing or e-mailing the referral to ensure an opening exists for the program you need.  All referrals must be approved by the Referral and Selection person in the DCBS District office in your area.  The original referral must be given to the FPS worker at the time the case is opened.  Only P&P may refer families to this program.

^{TANF- Temporary Assistance to Needy Families}

PACS received funding to add two additional staff to provide FPP and one additional staff to provide FRS services to TANF eligible families. A family is TANF eligible if they fall below the poverty line, have dependent children under the age of 18, and are U.S. citizens.
