The Family and Community Intervention Programs (FCIP) are comprised of three (3) programs
Intensive Family Preservation Program (IFPS A.K.A. FPP) and TANF/IFPS
Family Reunification Services (FRS) and TANF/FRS,
Family Preservation Services (FPS… once called FACTS) and TANF FACTS

The IFPS, FRS, FPS and FACTS programs service the eighteen (18) counties of Western Kentucky DCBS area “The Lakes”

Purchase: Ballard, Calloway, Carlisle, Fulton, Graves, Hickman, Marshall, McCracken.
*All of the FCIP in-home programs are all based on the Homebuilders model of intensive in-home family therapy services. The Homebuilders model involves seeing families in their homes, involving most if not all of the family members and focusing on the strengths rather than the weaknesses of the family. It is a short term, client driven, solution focused, outcomes based intervention proven successful throughout the U.S. and internationally.*
FAMILY PRESERVATION PROGRAM (IFPS A.K.A FPP)
FPP was awarded to PACS in May of 1989 and is contracted through the Cabinet for Health and Family Services (CHFS) Department for Community Based Services (DCBS) Division of Protection and Permanency (P&P).
The goal of this program is to work with families whose children, below the age of 18, are at imminent risk of removal and to prevent the unnecessary placement of the children into out of home care. FPP works with the families to set goals and achieve results that provide for the safety and stability of the children and family. FPP seeks to empower the families to become self sustaining. In creating self sufficiency the FPP Specialist avoids creating a dependency on the program and robbing the family of its dignity. Families are referred from the local P&P offices through the DCBS Referral and Selection Committee of the regional P&P office. The families referred are at risk of having their child(ren) removed due to abuse, neglect or the children being beyond the control of their parent(s). One FPP Specialists works with two (2) families at a time from four (4) to six (6) weeks giving each family an average of ten (10) to twenty (20) hours per week of service. The Specialists are available to the families twenty-four (24) hours per day seven (7) days per week and are thus able to work a flexible schedule convenient to the family. Evening and weekend home visits are not unusual.
Services provided to the families include, but are not limited to; modeling desired behavior; parenting education and skills; child development training; advocacy with courts, schools and other service agencies; communication skills building; individual and family counseling; home maintenance skills; linkage with other community resources, facilities and transportation.
REFERRAL PROCESS
All referrals are made using the 1286 referral form in the DCBS TWIST program. Please call our office and speak to a Supervisor or the Director before faxing, mailing or e-mailing the referral to ensure an opening exists for the program you need. All referrals must be approved by the Referral and Selection person in the DCBS District office in your area. The original referral must be given to the IFPS worker at the time the case is opened. Only P&P and RIAC may refer families to this program.
