Environmental Documentation for Capital Facility Purchase

 

Proposed Project

Pennyrile Allied Community Services, Inc., is seeking funding through a Section 5309 Discretionary Capital Facilities Grant from the Federal Transit Administration (FTA) to purchase a transit vehicle (bus) operations and maintenance facility and parking lot located on Clay Street between 12th and 13th Streets in Hopkinsville, Kentucky The property consist of an existing building that is approximately 10,500 square feet and includes three (3) lots currently used for parking.  The facility is generally known as the “Model Milk Company Building”.  The property is presently owned by John B. and Julia J. Crenshaw. The transportation facility will be utilized for transportation staff offices, storage of records and transportation supplies, and the parking lot will be used for much needed bus parking. In order to apply for capital funding under the Section 5309 program, National Environmental Policy Act (NEPA) documentation is required. It is anticipated that the level of environmental documentation appropriate to this project will be a Documented Categorical Exclusion.

 

The reasons for producing environmental documentation for this project are to provide due diligence in protecting the natural and human environment, to effectively explain the process utilized to reach the recommended project alternative, and to ensure the proper utilization of public funds.

 

Scope of Work

The scope of work will include the preparation of necessary environmental documentation pursuant to a typical environmental approach for Kentucky Transportation Cabinet projects. The document will include a project description to include the type, scope, and scale of the facility, as well as the proposed use. This will involve supporting materials showing the project location, and purchase plans. Also included in the environmental document will be issues as related to air, water, and noise quality, hazardous materials, threatened and endangered species, archeological and historical resources, traffic impacts, potential socioeconomic issues, and other impacts to the environment.

Type of Contract

All services will be on the cost reimbursement basis. A standard fee schedule including hourly billing rates, inclusive of all customary and statutory benefits, and overhead shall be included with the proposal.   

Resources to be provided by or through the Present Owners

·   Present facility layout

·   Aerial Photography and GIS Data as available

·       Any other resources that the current owners can provide to the consultant that is required for the effective completion of an environmental document

·       Certified Survey of facility site and parking lot

Consultant Requirements

The consultant shall be prequalified to perform NEPA work for the Kentucky Transportation Cabinet.

 Furthermore, the consultant shall provide past experience with environmental documentation and should identify the professional personnel to be utilized to fulfill the environmental documentation requirements of the project.

Evaluation Criteria

The proposal for consultant services shall be prepared in accordance with the evaluation criteria as outlined below:

 

40 Points

Relative experience and familiarity of Consultant Personnel assigned to the project with comparable environmental documents for federal, state, local or other governmental agencies, especially similar projects. (1 sheet will be allowed in the Proposal for each Consultant Project Team Member, with a maximum of 4 individuals).

 

15 Points

Project approach and proposed procedures to accomplish the project. (1 sheet will be allowed in the Proposal for each Consultant to detail the approach and procedures).

 

20 Points

Past record of performance on projects of similar type.  (1 sheet per project will be allowed in the Proposal for up to 3 projects of similar type and complexity which the Consultant wishes to highlight, for a maximum of 3 sheets).

 

25 Points

Reasonableness of Proposed Budget/Cost.  Proposal should state the complete cost of the service.

 The Proposal shall be no more than 10 pages, as described above.
